In May 2008, the Hungarian organisations of persons with disabilities and their supporters decided to form a Disability Caucus for the purposes of making civil society’s own, parallel report on the status of the rights of persons with disabilities vis-à-vis the Convention. Following the model of the International Disability Caucus, which was a key party in the negotiations towards the Convention, the Hungarian Caucus is a flexible, non-hierarchic association, based on solidarity and subsidiarity.

The Mental Disability Advocacy Center (MDAC) compiled these guidelines with regard to the domestic requirements of the implemenation and the monitoring of the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) in State Parties.  The guidelines are also intended to assist the Committee on the Rights of Persons with Disabilites, which is the monitoring body of the CRPD.
