The Mental Disability Advocacy Center (MDAC) compiled these guidelines with regard to the domestic requirements of the implemenation and the monitoring of the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) in State Parties.  The guidelines are also intended to assist the Committee on the Rights of Persons with Disabilites, which is the monitoring body of the CRPD.

In the guidelines you will find exhaustive information among others on how to implement the CRPD, to set up a national coordation mechanism and framework and about the reporting obligations of State Parties.
 
MDAC has written these guidelines for people with disabilities, their representative organisations and other civil society organisations, government officials, staff of National Human Rights Institutions and parlamentarians.
 
Thomas Hammarberg, the Council of Europe Commissioner for Human Rights, wrote the foreword to the guidelines, recommending it both for authorities and civil society groups.
